The Armed Forces Simulation Centre
(AFSC), Jaji, Nigeria was commissioned in December
2002 with the aim of modernizing the traditional
manual battle simulation known as sand-model
war-gaming hitherto in use. It is one of the most modern
simulation centres in the world using the Joint
Conflict and Tactical Simulations (JCATS) 4.1 series
for both warfare and battle simulations. The
establishment of the AFSC is a joint effort between
the United States and Nigerian governments. Military
Professionals Resources Incorporated (MRPI) acts as
the consulting firm representing the US government.
The US government through MRPI is responsible for
the partial funding of the project through provision
of software and hardware support facilities. On the
other hand, the Nigerian government through its
Ministry of Defence (MOD)/Defence Headquarters (DHQ)
provides the necessary infrastructural facilities in
addition to staffing of the Centre with the
requisite Nigerian personnel. Both governments
subject to the expiration of the contractual terms
are still running the Centre. The Centre by virtue
of its collocation with the AFCSC, has since
inception been under the administrative control of
the college but operationally responsible to the DHQ.
